History: http://little-witch-academia.wikia.com/wiki/Ursula_Callistis/Plot Since the link has her backstory and nothing else, I'll give a brief summary of her role in the plot:
Ursula meets Akko when she very first finds the Shiny Rod in the Arcturus Forest, instructing her from afar on how to use the First Word, though Akko didn't understand at the time. From that point on, Ursula was something of a mentor to Akko throughout the rest of the series, guiding her through her lessons as a witch and her attempt to understand the Shiny Rode's nature, and her desire to become like Chariot. Ursula mostly did this out of a sense of guilt for being responsible for Akko's inability to properly use magic, though this truth doesn't come out until much later in the series.

At the start of the second season, Ursula's former friend and partner Croix Meridies returns to Luna Nova, promising to teach the integration of modern technology and magic through the use of her Sorcery Solution System and other inventions. Ursula, remembering what happened in their past, is immediately distrustful of Croix, and seeks to uncover her true intentions. As Croix takes a special interest in Akko, the Shiny Rod's new chosen master, things come to a head and Ursula confronts her directly. Ursula leans that Croix has developed the ideas she'd been using before, and intends to use the emotions (particularly negative emotions) of the population in order to fuel her Noir Rod in order to finally claim the Grand Triskellion the Shiny Rod was meant to unlock for herself.

The plot escalates from there, with Ursula's true identity as Chariot being revealed to Akko, as well her responsibility for Akko's magical disability. She also ends up having to rescue Akko from the Wagandea Tree, losing her ability to fly in the process. Croix finally brings enough negative emotional energy to the Noir Rod to activate it, traveling to Arcturus Forest to unlock the Grand Triskellion for herself and seize the ultimate knowledge and magic contained therein. To Croix's utter devastation, the magic of the Grand Triskellion is not at all what she imagined, and in her despair, her negative emotions push the Noir Rod over the edge, losing her control over it as it transforms into a giant monster, fleeing to possess a giant missile intent on starting a world war.

Croix and Ursula reconcile, and help Akko and her friends finally stop the Noir Rod with the power of the Shiny Rod's Final Word. Afterwards, Ursula returns to her duties as a teacher at Luna Nova while Croix leaves on a journey to find a way to cure Ursula's flightlessness.

Personality: There are two major personalities to discuss here, that of Chariot du Nord and that of Ursula Callistis. It's important to establish one to see how she got from Chariot to Ursula, and grew into the person she is now.

Chariot was a bright and charming girl, easily made friends and pursued magic as a means of helping others, especially entertainment that could help them forget their troubles, if only for a short while. Despite being granted the Shiny Rod, and seeking out the Fountain of Polaris, she never wanted magical power for power's sake, and instead only wanted to exceed her limitations so she could help more and more people. For Chariot, being a magic idol was a selfless act, done not for fame of fortune, but to show the world the wonders she herself saw in magic's potential to make people smile.

Unfortunately this desire to please others ultimately lead to the pressure that crippled her. Chariot was devastated when her shows started attracting less attention, when her fans dwindled, tying her own success as a magic idol with the relevancy of magic in the world outside of the closed off ways of witches. She put tremendous weight on herself to do bigger and better shows, to consistently outdo herself, until the point it broke her (and the moon, literally, shattering it in her final act).

When Shiny Chariot disappeared, a woman named Ursula Callistis took her place, joining her alma mater as an astrology teacher. In contrast to Chariot, who was ambitious and charismatic, Ursula was significantly more patient and timid. She rarely spoke up outside of lectures for her students, remaining quiet and reserved, keeping to herself and not having very many friends. She goes about her work rather meekly, avoiding confrontation until it's so dire she's left no choice.

Of course the things Chariot and Ursula share in common are what makes her who she is. Ursula is deeply compassionate, going to incredible limits for the sake of her disciple Akko. Her heart beats for the people she's grown to care for and love, even for Croix despite everything, and still beyond all holds to the creed that a believing heart is the most powerful magic of all. Moreover, in her years since her days as Shiny Chariot, her wisdom has been tempered by that compassion, growing her into a much more capable person than the idealist she was in her youth.

Ursula's journey throughout the series doesn't just end with the transition from Chariot to Ursula, of course. Her entire character arc is about finding her worth as a person, to herself, and not just to others. Chariot's charisma and passion lead her to cracking under the pressure of her absolute need for the approval of others, wheras Ursula over the course of the story learns to finally accept herself in a way she hadn't as Chariot, learning a tremendous lesson from her own pupil about the importance of self-worth.

As a humorous note, Chariot was rather clumsy and prone to accident, something that continued well into her adulthood as Ursula.

Through her memories, Ursula is able to create a temporary recreation of the Shiny Rod based on those memories, given life by the magic inherent in her soul. The rod transforms into a massive bow, allowing Ursula to use a single shot of a massively powerful Shiny Arc, the beam strong enough to wipe out most anything in her way, though it naturally arcs upward into the sky, harmlessly dissipating into ether (and not, you know, putting a cross shaped scar in the moon).
